It is interesting to me to note the comfort of "its" even when the subject seems to be plural. I've noticed this in other places as well. I have, for example, a quote from Dr. Deming, stating: "99% of organizational problems is managerial." To me, the "is" in that sentence is jarring, but to a lot of other folks, "are" would jarring.
