Those percentages.. I guess I thought biopsies give you an answer one way or another? They may decide to wait and see and re-biopsy in a few months, which gives your mom more recovery time if the risk of an aggressive cancer is low vs. risk of surgery now. I'm sorry you are still dealing with not enough information.
