I have been following what you say about your native plant project with great interest. I want to share that when I was in high school (in the late 70s/early 80s) I had a biology teacher who forced us to collect wildflowers and identify them and mount and label and submit them as an assignment. We needed something like 20 different wildflowers to pass the assignment. At the time, we perceived the assignment as an extreme imposition of excessive "homework." Who wanted to look like a weirdo wandering around ditches picking flowers? Not cool! But in fact, this assignment had a lifelong impact on my ability to notice wildflowers and other natural features, and I have mentally thanked that teacher for decades for making my life better.
I would absolutely buy a native plants iPad app (though not one for California but for my own region absolutely). I already bought that Peterson birdwatcher app and I an extremely casual birdwatcher.
